have janeway and chakotay stranded on a planet alone together in a forced domesticity episode where they act like a married couple, have chakotay rail and fight over janeway’s dying body, have janeway and chakotay have standing dinner dates with each other in janeway’s quarters, have them go on a double dinner date with a canonical married couple (and nobody else), have a time travel episode where janeway expresses interest in whether or not she and chakotay are together in the future, have janeway keep her gaze on chakotay until the last second before she heads off on a probably fatal mission (and chakotay does the same), have them completely fail to understand the meaning of “personal space” around each other, have chakotay use precious resources during the year of hell to give janeway a birthday gift, have janeway modify a holocharacter to be more like chakotay, have them flirt with each other even when their memories are modified and/or time travel happens, have janeway share the very precious book her fiance gave her with chakotay (but only with chakotay), write fanfiction within their own show where janeway and chakotay are together, have chakotay be able to bring janeway out of a coma-like state by just saying her name, and have chakotay help janeway remember who she is and bring her back to her true life as a starfleet captain when her memory was modified
